Disability: focus on ability
Growing up visually impaired, Aikeo understands how difficult it can be for people with disability to overcome barriers and constraints in everyday life. He and his two brothers were born blind in a rural village of Lamam district, Sekong province. His parents saw the discrimination facing their three children. “They were born with blind because of bad karma from a previous life. There is no need for the family to support their treatment” said by some of the community members where he and his family lived.
Nevertheless, Aikeo’s parents tried their best to support their children from medical treatment to studying at a special school for the blind, so that they could have a better education and a better life.
Aikeo’s mother quit her job to take care of her three children. When recalling this, Aikeo said he really appreciated his mother’s sacrifice.
Aikeo works hard to support his family. He participates in his community and supports people with visual impairment. Many people have been inspired by him because he has been able to do these things despite the many physical barriers and negative attitudes he has encountered. To many people, this demonstrates his ability, not his disability.
Currently, his two brothers live in their hometown in Xekong province and work as massage therapists and music performers. Aikeo lives in Vientiane capital and is a one of the many leaders for people with disabilities in Laos. He actively works with government and civil society partners for disability rights and promotes inclusive higher education for people with disability at the National University of Laos.
Aikeo specialises in assistive device technology. He supported the development of the Lao-braille computer and promoted audio books for the blind under the Small Grants Program from Australia in the year 2022-23.
Aikeo also participates in international advisory groups on disability inclusive development under CBM’s global disability inclusion project.
Aikeo is fully aware that it is not easy for a person with disability to be in his position and he believes that many people with disability do not receive adequate support from their families.
Therefore, he wishes to build an inclusive society for everyone, and he hopes the next generation of persons with disabilities will have a smoother path to inclusion due to his and his colleagues’ work.
Aikeo believes we all have an important role to play in supporting people with disability simply by listening to their needs, giving them a chance to share their thoughts and recognizing their abilities. We can also help end misunderstanding by educating our children. We can read them stories about people with disability, encourage them to join activities that involve people with disability and demonstrate respect for them. People with disability can contribute much more if they know they are respected and valued as human beings.

Try to understand how they learn, how they move around, how they socialise and so on. Once you learn more about people with disability, you will see just how able they really are.”

ຄວາມພິການ: ສຸມໃສ່ຄວາມສາມາດ
ຜ່ານການເຕີບໃຫຍ່ມາໃນການເປັນຄົນພິການຕາ, ແອແກ້ວເຂົ້າໃຈດີວ່າມັນມີຄວາມຫຍຸ້ງຢາກຊ່ຳໃດສຳລັບຄົນພິການທີ່ຈະເອົາຊະນະອຸປະສັກ ແລະ ສິ່ງກີດຂວາງຕ່າງໆໃນຊິວິດປະຈຳວັນ. ບໍ່ພຽງແຕ່ລາວເອງທີ່ເປັນຄົນພິການຕາ,ແຕ່ຍັງມີອ້າຍອີກສອງຄົນທີ່ເກີດມາພິການຕາຄືກັນ. ພວກເຂົາດຳລົງຊີວິດໃນເຂດຫ່າງໄກສອກຫຼີກຂອງເມືອງລະມ້າມ, ແຂວງເຊກອງ. ພໍ່ແມ່ຂອງລາວເຄີຍປະສົບຄວາມຫຍຸ້ງຍາກ ແລະ ໄດ້ເຫັນການຖືກຈຳແນກທີ່ມີຕໍ່ລູກທີ່ພິການຕາທັງສາມຄົນ. ‘ຫລາຍຄົນໃນຊຸມຊົນທີ່ລາວອາໄສຢູ່ສະແດງຄວາມຄິດເຫັນວ່າ ຄວາມພິການຕາຂອງທັງສາມແມ່ນເກີດຈາກກຳເກົ່າໃນຊາດກ່ອນ ແລະ ພໍ່ແມ່ລາວກໍ່ບໍ່ຈຳເປັນຕ້ອງພາລູກທັງສາມໄປປິ່ນປົວ’.
ເຖິງຢ່າງໃດກໍ່ຕາມ, ພໍ່ແມ່ຂອງລາວກໍ່ໄດ້ເຮັດທຸກທາງເພື່ອປິ່ນປົວລູກທັງສາມຈົນໄດ້ຄຳຕອບວ່າບໍ່ສະມາດປົວໄດ້ ແລະ ໄດ້ສົ່ງລູກທັງສາມໄປຮຽນຢູ່ໂຮງຮຽນສຶກສາພິເສດສຳລັບຄົນພິການຕາເພື່ອການສຶກສາ ແລະ ອະນາຄົດທີ່ດີກວ່າຂອງລູກໆ.
ແມ່ຂອງແອແກ້ວໄດ້ອອກຈາກວຽກເພື່ອເບິ່ງແຍງລູກທີ່ພິການຕາທັງສາມ. ເມື່ອຫວນນຶກຄືນເລື່ອງນີ້, ແອແກ້ວຮູ້ສຶກຕື້ນຕັນ ແລະ ຂອບໃຈໃນຄວາມເສຍສະຫຼະຂອງແມ່.
ແອແກ້ວເຮັດວຽກໜັກເພື່ອລ້ຽງດູຄອບຄົວ, ລາວເຂົ້າຮ່ວມກິດຈະກຳຊຸມຊົນ ແລະ ສະໜັບສະໜູນຄົນພິການທາງສາຍຕາອື່ນໆ. ຫຼາຍຄົນໄດ້ຮັບແຮງບັນດານໃຈຈາກລາວເພາະລາວສາມາດເຮັດສິ່ງເລົ່ານີ້ໄດ້ເຖິງແມ່ນວ່າລາວໄດ້ພົບກັບອຸປະສັກ ແລະ ທັດສະນະຄະຕິທາງລົບຫລາຍໆຢ່າງກໍ່ຕາມ. ສຳລັບຫຼາຍຄົນ, ສິ່ງນີ້ສະແດງໃຫ້ເຫັນເຖິງຄວາມສາມາດຂອງລາວ, ບໍ່ແມ່ນຄວາມພິການຂອງລາວ.
ປະຈຸບັນອ້າຍທັງສອງຂອງແອແກ້ວມີອາຊີບເປັນໝໍນວດ ແລະ ນັກດົນຕີຢູ່ບ້ານເກີດແຂວງເຊກອງ ສ່ວນແອແກ້ວອາໃສຢູ່ນະຄອນຫຼວງ. ແອແກ້ວເປັນໜຶ່ງໃນຜູ້ນຳສຳລັບຄົນພິການເຮັດວຽກຢ່າງຫ້າວຫັນກັບຄູ່ຮ່ວມງານຈາກພາກລັດ ແລະ ອົງການຈັດຕັ້ງທາງສັງຄົມເພື່ອສິດທິ ແລະ ສົ່ງເສີມການສຶກສາຊັ້ນສູງສຳລັບຄົນພິການຢູ່ມະຫາວິທະຍາໄລແຫ່ງຊາດ.
ແອແກ້ວຍັງເປັນຊ່ຽວຊານດ້ານເທັກໂນໂລຈີ ແລະ ເຄື່ອງຊ່ວຍຊູສຳລັບຄົນພິການ, ລາວໄດ້ຊ່ວຍພັດທະນາໂປແກມພາສານູນສຳລັບໃຊ້ຢູ່ຄອມພິວເຕີ້ ແລະ ຊຸກຍູ້ໜັງສືສຽງສຳລັບຄົນພິການຕາພາຍໃຕ້ກອງທຶນຂະໜາດນ້ອຍສະໜັບສະໜູນໂດຍລັດຖະບານອົດສະຕຣາລີໃນປີ 2022-23.
ແອແກ້ວຍັງເຂົ້າຮ່ວມຄະນະທີ່ປຶກສາສາກົນເພື່ອຄົນພິການພາຍໃຕ້ອົງການ CBM ສາກົນ. ແອແກ້ວເຂົ້າໃຈດີວ່າ ການທີ່ຄົນພິການຈະມາຮອດຈຸດທີ່ລາວຢູ່ບໍ່ແມ່ນເລື່ອງງ່າຍ ແລະ ບໍ່ແມ່ນຄົນພິການໃດກໍ່ໄດ້ຮັບການສະໜັບສະໜຸນຈາກຄອບຄົວ.
ດັ່ງນັ້ນແອແກ້ວຈຶ່ງສຸມໃສ່ເຮັດວຽກເພື່ອສັງຄົມ ແລະ ການມີສ່ວນຮ່ວມຂອງຄົນພິການຢ່າງຕັ້ງໜ້າເພາະລາວຫວັງວ່າຄົນພິການລຸ້ນຫຼັງຈະບໍ່ຕ້ອງພົບພໍ້ອຸປະສັກຫຼາຍຄືດັ່ງທີ່ລາວ ແລະ ທີມງານຂອງລາວເຄີຍປະສົບຜ່ານມາ.
ແອແກ້ວເຊື່ອວ່າພວກເຮົາທຸກຄົນມີບົດບາດສຳຄັນໃນການສະໜັບສະໜູນຄົນທີ່ມີຄວາມເປັນພິການໃນຫຼາຍຮູບແບບບໍ່ວ່າຈະໂດຍການຟັງຄວາມຕ້ອງການຂອງພວກເຂົາ, ການໃຫ້ໂອກາດໃຫ້ພວກເຂົ້າໄດ້ແບ່ງປັນຄວາມຄິດ ແລະ ການຮັບຮູ້ເຖິງຄວາມສາມາດຂອງພວກເຂົາ. ພວກເຮົາຍັງສາມາດຊ່ວຍກັນຢຸດຕິຄວາມເຂົ້າໃຈຜິດກ່ຽວກັບຄົນພິການໂດຍການໃຫ້ການສຶກສາແກ່ລູກຫລານພວກເຮົາ. ພວກເຮົາສາມາດເລົ່າເລື່ອງຫຼືອ່ານນິທານກ່ຽວກັບຄົນພິການໃຫ້ລູກຫລານພວກເຮົາຟັງ, ຊຸກຍູ້ລູກຫລານພວກເຮົາເຂົ້າຮ່ວມກິດຈະກຳທີ່ກ່ຽວຂ້ອງກັບຄົນພິການ ແລະ ເປັນແບບຢ່າງໃນການສະແດງຄວາມນັບຖືຕໍ່ຄົນພິການ. ຄົນພິການສາມາດປະກອບສ່ວນໄດ້ຫລາຍຂຶ້ນຖ້າພວກເຂົາຮູ້ວ່າພວກເຂົາໃດ້ຮັບການເຄົາລົບ ແລະ ນັບຖື ຄືກັບມະນຸດຄົນໜຶ່ງ.
ແອແກ້ວເວົ້າວ່າ: “ຖ້າທ່ານຮູ້ຈັກໃຜຜູ້ໜຶ່ງທີ່ມີຄວາມພິການບໍ່ວ່າຈະຢູ່ໃນຊຸມຊົນຂອງທ່ານ, ຢູ່ໂຮຽຮຽນ ຫລື ສະຖານທີ່ເຮັດວຽກ, ຂ້າພະເຈົ້າຂໍໃຫ້ທ່ານສຶກສາກ່ຽວກັບພວກເຂົາຕື່ມ. ພະຍາຍາມເຂົ້າໃຈວ່າພວກເຂົາຮຽນແບບໃດ, ພວກເຂົາເຄື່ອນໄຫວໄປມາຄືແນວໃດ, ພວກເຂົາເຂົ້າສັງຄົມແນວໃດ ແລະ ອື່ນໆ. ເມື່ອໄດ້ຮຽນຮູ້ກ່ຽວກັບຄົນພິການຫລາຍຂຶ້ນ, ທ່ານຈະເຫັນຄວາມສາມາດອັນແທ້ຈິງຂອງພວກເຂົາ.”
