Announcement of ASEAN – Australia Defence Scholarship

At the ASEAN-Australia Special Summit, Australia announced the ASEAN-Australia Defence Scholarship which will fully fund 11 scholars to complete a two-year ‘Master of Strategic Studies’ postgraduate degree in Australia. Australia will fund one representative from each ASEAN state to study in Australia and an Australian scholar.

The scholarship will commence in 2019, and one representative from each ASEAN member state will be invited to join the program each year, with the cohort of successful students all attending the same course. This proposal will bring together emerging defence and security leaders from ASEAN members and Australia. The scholarship will build people-to-people links among defence personnel in Australia and ASEAN countries and contribute to regional and multilateral security cooperation.

ASEAN and Australia share common security concerns and regional challenges, and have been working together to achieve our common goals in protecting and promoting a stable rules-based global order. Australia strongly supports the contribution of the ASEAN-led regional security architecture to security and stability in South East Asia. This includes fostering practical defence cooperation within the ADMM-Plus framework.

Australia’s Defence contributions to ASEAN’s architecture reflect the importance Australia place on being active in regional institutions. The ASEAN-Australia Defence Scholarship will build on Australia’s longstanding bilateral cooperation arrangements with ASEAN countries for training and education of defence personnel. This scholarship is in addition to those arrangements and represents a new financial commitment by Australia.

The ASEAN-Australia Defence Scholarship will support the ASEAN-Australia Plan of Action to implement the Strategic Partnership, notably by enhancing defence cooperation. It will also support ASEAN’s Vision 2025 by promoting trust and mutual understanding; greater transparency and understanding of defence policies and security perceptions; and increased personnel exchanges. It will support a network for the next generation of ASEAN leaders, fostering a shared understanding of regional security and a greater appreciation of how countries can work together to overcome common challenges.

Mr Jean-Bernard Carrasco, Australian Ambassador to Laos, said: “This scholarship provides the Lao People’s Army personnel with a long-term Defence Scholarship for the first time. Laos defence students will have an opportunity to be exposed to a world-class learning environment and establish a network with other international and ASEAN scholars. I hope these officers will be able to apply what they learn at work and sharing their experience to their colleagues when they return to Laos.”
