AusAID Vientiane is responsible for the delivery of the Australian aid program to Laos. The Post has a particular responsibility to ensure that knowledge and understanding of Lao government policies and directions, local circumstances, and local stakeholders underpin program strategies and delivery. AusAID staff have responsibility to program, manage, and monitor Australia funded activities that contribute to the achievement of high quality development outcomes in Laos. The Vientiane office comprises a mix of twenty Australian based and locally engaged staff, working in a close team environment.
Application Instructions
Candidates for AusAID Program Officer or Program Manager positions are required to prepare a two page statement in English which describes their suitability and skills with reference to the specific selection criteria. Candidates might refer to their work experiences, personal qualities and educational qualifications to help prove to the selection panel that they are suitable for the position. Candidates should number the criteria (1-6) and write a clear and separate response to each one.
The selection criteria are listed in the position description documents for the vacant positions available on the Australian Embassy website. Candidates should review the position descriptions carefully to understand the sort of skills and experience that will be required of AusAID staff at the Program Officer or Program Manager level. The selection criteria are as follows:
Program Officer (OB Level 4)
1. Tertiary qualifications in international development, education or a related field.
2. Demonstrated planning, organising and team skills.
3. Research and analytical skills with a practical focus.
4. Demonstrated communication skills, both written and verbal.
5. Understanding of the development context in Laos, as well as a capacity to develop a strong understanding of AusAID’s goals, programs and procedures
Program Manager (OB level 6)
1. Tertiary qualifications in international development, rural development, education, public health or a related field, and at least five years of experience managing development programs in Laos and/or SE Asia.
2. Demonstrated expertise and achievement in management and review of complex aid programs/activities, including in the area of rural development, health or performance & quality
3. Program management skills with supporting skills in finance management, contract management, communication, negotiation and representation.
4. Research and analytical skills with a practical focus.
5. Knowledge of AusAID and Lao government policy with understanding of related economic, political, social and cultural issues in development.
6. Strong interpersonal skills, sound leadership and people management skills in a multicultural environment.
