Sabaai Dii. I am delighted to speak to you again on the occasion of Australia’s National Day.

Australians celebrate the achievements and values of our young country on 26 January each year - the date of the arrival in Sydney, now Australia’s largest city, of the first fleet of European convict settlers back in 1788.

Australia today is a very different country from any other – a country of striking landscapes and spectacular natural environment, blessed with 19 World Heritage listed sites.

Australia is a country with a rich ancient culture, dating back 60,000 years, yet today is one of the world’s strongest economies, with a highly-educated workforce and an extensive services sector.

Australia’s New Colombo Plan, under which young Australian students have an opportunity to work and study in the region, is a major investment in Australia’s long-term engagement with the Asia-Pacific.

But it will also bring new challenges. Chief among these is the need for meaningful trade and economic reform to be able to compete in attracting world-leading companies to the Lao PDR.

The latest World Bank survey shows local and foreign businesses are looking for greater legal and regulatory certainty, greater transparency and greater effort to combat corruption.

These are all vital reforms that will help the Lao PDR compete for quality international business, to help strengthen and diversify the Lao economy.

With these reforms, I am confident quality Australian companies will once again consider investments in Laos – in sectors of vital importance to the Lao economy and where Australia has global expertise, like mining and energy, transport and logistics, agriculture, tourism, construction, and legal and financial services.

Improved education outcomes will be vital if Laos is to fulfil its ambition of graduating from Least Developed Country Status, and be able to compete in an increasingly integrated labour market in South East Asia.

It will therefore be vital for the Lao school system to be able to provide Lao children with the literacy and numeracy skills they need to do any job.
