Australian and Singaporean Embassies to the Lao PDR - Support for Committee for External Relations of the Party Central Committee

Today Singaporean Ambassador, HE Ms Leow Siu Lin and Australian Ambassador, HE Mr Jean-Bernard Carrasco, joined the Chairperson of the Committee for External Relations of the Lao People Revolutionary Party, HE Mme Sounthone Xayachack to launch a training course on ‘Effective Public Speaking and Negotiation Skills’.

Jointly sponsored by the Governments of Australia and Singapore, the training was initiated by Mme Sounthone to increase the English capacity, negotiation and presentation skills of senior members of the Committee for External Relations of the Party Central Committee.

During the Opening Ceremony at the Laos-Singapore Cooperation Centre (LSCC), HE Ms Leow Siu Lin, said that Singapore and Australia have jointly conducted more than 20 programmes since 1996 for over 500 participants mainly from ASEAN countries. These courses covered topics such as public administration, disaster management, economic development, and environment and urban development.

Her Excellency was also delighted to hold this training programme for staff of the Committee for External Relations of the Party Central Committee, which can be seen as a follow up to last year’s course on “Intermediate English Language and Communication Skills” which was very well-received. 

HE Mr Jean-Bernard Carrasco noted that, as Lao PDR is a member of ASEAN and increasingly active on the international stage, it is important for Lao officials to have strong English language capabilities.

“Given ASEAN and Laos’ commitments to English language proficiency, it is a great pleasure to be able to work in partnership with another ASEAN member – Singapore, in bringing this training program to you all today. Australia is the first Dialogue partner for ASEAN and is always looking for opportunities to work together with our ASEAN friends” said Mr Carrasco.   

At the ceremony, HE Mme Sounthone Xayachak expressed her appreciation to the Governments of Australia and Singapore for organising and sponsoring this training course. Her Excellency also said that she looks forward to more similar courses in the future for the Party’s officials.

The training runs from 2-13 September at the Laos-Singapore Cooperation Centre and participants, half of which are women, include officials of the Committee for External Relations of the Party Central Committee, Lao PDR Women’s Union and Lao Youth Union.

ມື້ນີ້ ພະນະທ່ານ ຊ໋ອງ-ເບີນາດ ຄາຣາສໂກ, ເອກອັກຄະລັດຖະທູດ ສະຖານທູດອົດສະຕຣາລີ ປະຈຳ ສປປ ລາວ ແລະ ພະນະທ່ານ ນາງ ລີວ ຊູລິນ, ເອກອັກຄະລັດຖະທູດ ສະຖານທູດສິງກະໂປ ປະຈຳ ສປປ ລາວ, ຮ່ວມກັນ ພະນະທ່ານ ນາງ ສູນທອນ ໄຊຍະຈັກ ປະທານຄະນະພົວພັນສູນກາງພັກ ເປີດພິທີເຝິກອົບຮົມ ໃນຫົວຂໍ້ ‘ທັກສະການເຈລະຈາ ແລະ ນຳສະເໜີບົດ ແບບມີປະສິດທິພາບ’.

ການເຝິກອົບຮົມຄັ້ງນີ້ ໄດ້ຮັບທືນສະໜັບສະໜູນໂດຍ ລັດຖະບານ ອົດສະຕຣາລີ ແລະ ສິງກະໂປ, ຈາກແນວຄວາມຄິດລິເລີ່ມຂອງ ທ່ານນາງ ສູນທອນ ໄດ້ເລັງເຫັນຄວາມສຳຄັນຂອງການຍົກລະດັບພາສາອັງກິດ ດ້ານການເຈລະນາ ແລະ ການນຳສະເໜີບົດ ຂອງພະນັກງານວິຊາການ ຂອງຄະນະພົວພັນສູນກາງພັກ.

ພິທີເປີດການເຝິກອົບຮົມ ໄດ້ຈັດຂື້ນ ທີ່ສູນຮ່ວມມືລາວ-ສິງກະໂປ ໃນວັນທີ 4 ກັນຍາ 2019, ທ່ານນາງ ລີວ ຊູ ລິນ ໄດ້ກ່າວວ່າ ຕັ້ງແຕ່ປີ 1996 ເປັນຕົ້ນມາ ໃນຂອບການຮ່ວມມື ກັບບັນດາປະເທດອາຊຽນ, ສິງກະໂປ ແລະ ອົດສະຕຣາລີ ໄດ້ຮ່ວມກັນຈັດການເຝິກອົບຮົມຮ່ວມກັນຫຼາຍກວ່າ 20 ຄັ້ງແລ້ວ ແລະ ມີນັກສຳມະນາກອນທີ່ໄດ້ເຂົ້າຮ່ວມທັງໝົດ ຫຼາຍກວ່າ 500 ຄົນ. ໃນຫົວຂໍ້ທີ່ກ່ຽວກັບ ການບໍລິຫານພາກລັດ, ການບໍລິຫານຈັດການກັບໄພພິບັດ, ການພັດທະນາເສດຖະກິດ ແລະ ການພັດທະນາຕົວເມືອງ ແລະ ສິ່ງແວດລ້ອມ.  ທ່ານທູດສິງກະໂປ ມີຄວາມຍິນດີຫຼາຍ ທີ່ໄດ້ຈັດການເຝິກອົບຮົມໃຫ້ ພະນັກງານຈາກ ຄະນະພົວພັນສູນກາງພັກ, ເຊິ່ງເປັນການເຝິກອົບຮົມທີ່ສາມາດຕໍ່ເນື່ອງກັບ ການເຝິກອົບຮົມປີຜ່ານມາ ໃນຫົວຂໍ້ ‘ທັກສະດ້ານພາສາອັງກິດລະດັບປານກາງ ແລະ ການໃຊ້ພາສາອັງກິດໃນການສື່ສານຕົວຈິງ’ ເຊິ່ງເປັນການເຝິກອົບຮົມທີ່ປະສົບຜົນສຳເລັດດີຫຼາຍ.

ທ່ານ ຊ໋ອງ-ເບີນາດ ຄາຣາສະໂກ, ໄດ້ກ່າວວ່າ ສປປລາວ ແມ່ນ ປະເທດສະມາຊິກ ອາຊຽນ ແລະ ພວມມີບົດບາດເພີ່ມຂື້ນໃນເວທີສາກົນ, ເຊິ່ງມີຄວາມສຳຄັນທີ່ພະນັກງານລັດມີຄວາມອາດສາມາດໃນການໃຊ້ພາສາອັງກິດໃນທຸກເວທີສາກົນດັ່ງກ່າວ.

ທ່ານ ທູດອົດສະຕຣາລີ ໄດ້ກ່າວວ່າ “ຍ້ອນເວທີ ອາຊຽນ ແລະ ເຈດຈຳນົງຂອງ ຂອງລັດຖະບານລາວ ໃນການໃຊ້ພາສາອັງກິດແບບມີປະສິດທິພາບ, ອົດສະຕຣາລີ ມີຄວາມຍິນດີຫຼາຍທີ່ໄດ້ເຮັດວຽກຮ່ວມກັບປະເທດສະມາຊິກຂອງອາຊຽນ - ໃນນີ້ ແມ່ນ ສິງກະໂປ, ໃນການຈັດເຝິກອົບຮົມຊຸດນີ້ ໃຫ້ບັນດານັກສຳມະນາກອນທີ່ມາຮ່ວມໃນມື້ນີ້. ອົດສະຕຣາລີ ແມ່ນ ປະເທດຄູ່ເຈລະຈາປະເທດທຳອິດ ຂອງ ອາຊຽນ ແລະ ຍາມໃດກໍ່ຊອກຫາໂອກາດ ທີ່ຈະເຮັດວຽກຮ່ວມກັບ ປະເທດສະມາຊິກອາຊຽນ ທີ່ເປັນເພື່ອນບ້ານຂອງອົດສະຕຣາລີ”    

ໃນພີທີດັ່ງກ່າວ ທ່ານນາງສູນທອນ ໄຊຍະຈັກ ໄດ້ສະແດງຄວາມຍິນດີ ທີ່ລັດຖະບານອົດສະຕຣາລີ ແລະ ສິງກະໂປ ໃຫ້ສືບຕໍ່ໃຫ້ການສະໜັບ ສະໜູນການຈັດເຝິກອົບຮົມພາສາອັງກິດໃຫ້ພະນັກງານພາກລັດຢ່າງຕໍ່ເນື່ອງ. ທ່ານ ນາງສູນທອນ ຍັງໄດ້ກ່າວ ແລະ ຫວັງເປັນຢ່າງຍິ່ງວ່າ ຈະໄດ້ຮັບການສະໜັບສະໜູນຈາກທັງສອງພາກສ່ວນໃນການຈັດເຝິກອົບຮົມພາສາອັງກິດໃນຫົວຂໍ້ອື່ນໆ ໃຫ້ພະນັກງານຈາກຄະນະພົວພັນ ແລະ ພາກສ່ວນກ່ຽວຂ້ອງອື່ນໆອີກໃນອະນາຄົດ. ການເຝິກອົບຮົມ ຈະຈັດໃນລະຫວ່າງວັນທີ 2 ຫາ 13 ເດືອນກັນຍາ ຢູ່ ທີ່ ສູນຮ່ວມມືລາວ-ສິງກະໂປ, ນັກສຳມະນາກອນ ແມ່ນ ເຄິ່ງໜຶ່ງແມ່ນ ເພດຍິງ ເຊິ່ງແມ່ນພະນັກງານມາຈາກ ຄະນະພົວພັນສູນກາງພັກ, ສະຫະພັນແມ່ຍິງ ແລະ ສູນກາງຊາວໜຸ່ມ.
